South Africa has sidestepped an immediate threat to its favorable trade status with the United States, following President Donald Trump’s decision to sign a law extending the African Growth and Opportunity Act (AGOA) up until December 31, 2028. This legislative move offers more stability for exporters in sub-Saharan Africa, who have faced uncertainty about the trade program’s future. The extension passed through Congress without any significant policy shifts.
Concerns had been mounting over South Africa’s continued eligibility under AGOA, as U.S. officials and lawmakers previously mulled over the idea of altering Pretoria’s status or even removing it from the program altogether. Such changes could have imposed higher trade barriers on South African exporters. Established in 2000, AGOA allows eligible African nations preferential access to the U.S. market, mainly through duty-free treatment of qualifying goods, and aims to foster economic growth, investment, and stronger trade ties between the U.S. and Africa.
The two-year extension grants African exporters a period of certainty, avoiding immediate alterations to the current trade framework. For South Africa, this means the short-term risk of losing AGOA benefits has been lifted. However, this extension does not necessarily conclude ongoing discussions about the future of U.S.-Africa trade relations. The Trump administration may still contemplate broader revisions to the program or its application to specific countries before the newly set expiration date.
